It shall be unlawful to offer any article or thing for sale within the parks except by written permission from the director of parks and open space. Such permission will be granted upon a showing of compliance with all applicable laws, ordinances, rules and regulations, and a showing that the proposed activity will not endanger the public health, welfare, or safety.
