The parks and recreation board shall have the obligation and function to advise the council upon such matters as shall pertain to the planning or regulation of city-owned and controlled parks, recreational areas, and facilities and recreational programs, both within and without the corporate bounds of the City, and the board shall have further authority to recommend to the council the purchase of equipment for use in the various parks, playgrounds and recreational areas, either within or without the City.
