The parks and recreation board shall consist of nine members who shall be appointed pursuant to Charter section 9-1, and who shall be registered electors, holding no paid, elected, or appointed position with the City, or any boards of education. All terms of appointment shall be pursuant to section 2-772. Those individuals holding the offices of the city manager, the director of parks and open space department, and the director of library, recreation and television services shall be nonvoting members of the parks and recreation board. The superintendents of schools or their designated representatives who are employees of either school district of the city school systems may be nonvoting members of the parks and recreation board.
