It shall be unlawful for any person to willfully or maliciously torture, torment, beat, kick, mutilate, injure, disable or kill any dog used by the police department in the performance of the functions and duties of such department or to unwarrantably interfere or meddle with any such dog while being used by the police department or any member thereof in the performance of any of the functions or duties of the police department or of such member.
