It shall be unlawful for any person under the age of 18 years to loiter on or about any street, alley, sidewalk, parking lot, park, outdoor recreation or common area, or playground after the hour of 11:00 p.m. or prior to the hour of 5:00 a.m., unless such minor is accompanied by the parent, guardian, or other person at least 21 years of age having permission of the parent or guardian to have the custody and care of such minor; or by any person between the ages of 18 years and 21 years having in his or her possession written permission from the parent or guardian to have the care or custody of such minor; provided that on Friday and Saturday nights, the curfew hour for minors under 18 years shall be extended to the hour of 12:00 midnight.

For the purposes of this section loitering is defined as remaining idle in essentially one location, to be dilatory, to tarry, to dawdle and shall include, but not be limited to, standing around, hanging out, sitting, kneeling, sauntering or prowling.
