No manufactured home on a nonpermanent foundation shall be maintained upon any private property within the city unless it is within an M-H or PMH zone, except that all manufactured housing situated in a manufactured housing park in a zone other than an M-H or PMH zone, which park is lawfully in existence as of January 1, 1997, is hereby declared a legal nonconforming use for the life of the park, provided that such legal nonconforming use shall not be increased or expanded within the park to include any additional manufactured housing space(s) in excess of ten percent of the number of occupied or unoccupied manufactured housing spaces located within the park as of January 1, 1997. No manufactured home on a permanent foundation shall be maintained upon any private property within the city unless it meets the acceptable similarity development standards, outlined in section 90-107, and is zoned R-A, R-E, R-O, R-1, R-1A, R-2, PCZD-SFD, or PD, providing it is a permitted use in the PD zone.
