(a) Purpose. The purpose of this article is to provide minimum standards to safeguard life or limb, property and public welfare by regulating and controlling the design, construction and quality of materials for foundation systems and building service equipment connections which are necessary to provide for the permanent installation of manufactured homes certified under the National Manufactured Home Construction and Safety Standards Act of 1974 (42 USC 5401 et seq.), as amended, on lots where permitted within this jurisdiction by other provisions of this Code.

(b) Exceptions. This article does not apply to the following:

(1) Factory-built homes certified as complying with the building code, as adopted by the City in section 22-131 and amended in article IV of chapter 22 of this Code.

(2) Manufactured homes certified under the National Manufactured Home Construction and Safety Standards Act of 1974 (42 USC 5401 et seq.), as adopted and amended by the City, on nonowned (rental) lots. (Code 1979, § 24-24)
