(a) In order for a trash hauler's certificate of registration to issue, the licensing administrator must find that, in addition to the findings required by section 86-35, the vehicle or trailer to be certified has passed inspection by the fleet maintenance division pursuant to section 86-733.

(b) If the licensing administrator finds that the applicant does not meet all of the requirements for issuance set forth in this section and in section 86-35, he or she shall deny the trash hauler's certificate of registration or defer a decision on the certificate application as provided in section 86-36.
