Upon the expiration, revocation, surrender, or other termination thereof, for whatever reason, a license shall be deemed null and void, together with all of its associated privileges. Subject to the restrictions set forth in section 86-54, the licensing administrator may reinstate a suspended license, or issue a new license to any person whose license has been revoked or surrendered, if no fact or condition then exists which would warrant the licensing administrator to refuse to issue such license under the provisions of this chapter relating to such license.
