(a) Notwithstanding any provisions of this chapter to the contrary, a pawnbroker license may be transferred from one person to another or from one location to another upon the approval of a transfer application by the licensing administrator. Such application shall be made to the licensing administrator and shall contain such information as required by sections 86-29 and 86-478. In determining whether to approve a transfer of ownership or location, the licensing administrator shall consider whether the proposed licensee or location complies with the terms of this division.

(b) Upon motion of the licensing administrator or upon complaint, the director shall cause a hearing on the transfer application to be held. No such hearing shall be held until notice thereof has been provided to the applicant at least ten days prior to the scheduled hearing date.

(c) No license may be transferred when the director has notified the licensee that suspension or revocation proceedings have been or will be brought against the licensee. (Ord. No. 98-86, § 16, 11-30-1998)
