(a) No pawnbroker shall be permitted to operate in the city without a valid pawnbroker license.
(b) No person shall be permitted to work as a manager of a pawnbroker business in the city without a valid pawnbroker manager's license. (Ord. No. 98-86, § 16, 11-30-1998)
