(a) Except as otherwise provided in this chapter, if the licensing administrator finds that the applicant does not meet all of the requirements set forth in this chapter for issuance of the particular license sought, or finds that the licensee would be subject to revocation or suspension pursuant to section 86-47 of this Code he or she shall:

(1) Deny the license if, based upon the information presented in the license application, the licensing administrator finds that the applicant will be unable to take any action under the code to meet such requirements; or

(2) Defer a decision on the license application for a period not to exceed 30 days if, based upon the information presented in such application, the licensing administrator finds that the applicant may be able to take action under the code to meet such requirements. Such deferral may be extended for an additional period not to exceed 90 days upon a showing of good cause by the applicant.

(b) The licensing administrator shall notify the applicant of his or her decision and the reasons therefor in writing within 20 days following receipt of the license application or such other time as is specified by the provisions of this chapter relating to the issuance of the particular license sought.

(c) In the event a decision on the license application is deferred, the licensing administrator shall deny the license if:

(1) The applicant fails to initiate the necessary action under the city code to meet all license requirements within ten days following the date of such deferral; or

(2) The applicant has taken the necessary action under the city code to attempt to meet all license requirements and has failed to do so within the deferral period.

(d) In the event a decision on the license application is deferred, the licensing administrator shall notify the applicant of his or her decision to grant or deny the license and the reasons therefor in writing within ten days following the earlier of:

(1) The date upon which the licensing administrator is notified of the applicant's failure to initiate the necessary action to meet the license requirements or of the applicant's success or failure to meet such requirements after taking the necessary action to do so, or
