(a) In those cases in which review or inspection by any department, office, or agency of the city other than the finance department is required as a prerequisite to the issuance of a particular license under this chapter, the license application shall be submitted by the licensing administrator to such other department, office, or agency prior to the issuance of such license.

(b) Within ten days after the application is submitted or such other time as is specified by the provisions of this chapter relating to the particular license sought, such department, office, or agency shall perform any necessary inspection or review and return the license application to the licensing administrator with endorsement of approval or disapproval. In the event that such department, office, or agency determines that such application should be disapproved, a written explanation of reasons therefor shall be provided to the licensing administrator.

(c) Where required under the provisions of article V of this chapter pertaining to class 2 special business licenses, the licensing administrator shall have access to criminal history record information furnished by criminal justice agencies in investigating the applicant or any of the other individuals required to be listed in the application, subject to any restrictions imposed by such agencies. As used in this subsection, "criminal justice agency" means any federal, state, or municipal court, or any governmental agency or subunit of such agency which performs the administration of criminal justice pursuant to a statute or executive order and which allocates a substantial part of its annual budget to the administration of criminal justice.

(d) Prior to the issuance of a general or special business license to any applicant located within the city under articles III, IV, and V of this chapter, the license application shall be submitted to the planning department and building division for review. The planning department shall determine whether the use or uses proposed for the location identified in the application as the situs of the business conform to the zoning requirements set forth in chapter 146. The building division shall determine whether the building or structure within which the business is to be located conforms to the requirements set forth in the International Building Code as amended by chapter 22.
