(a) In addition to the reasons set forth in section 86-35, the licensing administrator shall issue a temporary Christmas tree retailer's license if he or she finds that:

(b) If the licensing administrator finds that the applicant does not meet all of the requirements for issuance set forth in this section and in section 86-35, he or she shall deny the temporary Christmas tree retailer's license or defer a decision on the license application as provided in section 86-36.
