In any case where a nuisance is to be abated by the chief of police or any officer, it shall be the duty of such chief of police or officer to proceed with due care and without any unnecessary destruction of property, and he or she shall in all cases be authorized to employ such assistance and adopt such means as may be necessary to effect abatement of the evil in question.
