The decision of the licensing authority whether to license the optional premises shall be discretionary. The licensing authority shall have the right to deny any request for such a license or to place on the license any conditions, restrictions or requirements which, in its discretion, it deems appropriate to ensure the control of the premises and the ease of enforcement.
