Each application for a license under this division shall be accompanied by an application fee in an amount established by the finance director in accordance with the provisions of section 2-587. Such fee shall be used to defray the cost of investigation in completing the application, shall not be returnable in the case of denial, and shall not apply to the license in case of approval. However, no application fee shall be required on application for renewal of an existing license. Any change of ownership shall require a new application and license with payment of fees therefor.
