Whenever a summons and complaint is issued for a violation of this article, it shall be the duty of the police officer or other city official issuing the summons and complaint to provide a complete copy of this article to the defendant. It shall be a defense to a charge of violating this article if a copy is not provided at the time of the issuance of the summons and complaint. (Code 1979, § 27-140)
