Whenever a summons and complaint is issued for a violation of this article, the defendant shall be construed to be the sole proprietor, business, firm, partnership, unincorporated association, corporation or homeowner upon whose premises the false alarm has occurred or the central alarm station which has transmitted the false alarm.
