The purpose of this article is to establish standards and controls for the various types of automatic alarm devices which require police department response, investigation and safeguarding of property and persons at a location where such device is in operation. The imposition of the standards and controls in this article are intended to deter and prohibit the transmission of false alarms to the police department, when such transmission is based upon either the negligent or intentional activation of the alarm device or mechanical failure of the device itself.
