(a) Authority. Any elected officer of the city may be recalled from office by the electors entitled to vote in an election to recall the said officer through the procedure and in the manner provided for in this article, which procedure shall be in addition to any other method of removal from the office provided by law. Any officer, whether elected or appointed, shall hold office six months before he or she is subject to recall proceedings.

(b) Petition. Petition representatives shall only be those registered electors who may vote in the subsequent recall election, if such election is held. A prepared petition containing the applicable affidavits provided for in this article shall be submitted by the petition representatives to the city clerk prior to circulation, in accordance with section 54-68. The clerk shall approve or disapprove a petition as to form not later than the close of the seventh day after its submission.
