No write-in vote for any municipal office shall be counted unless an affidavit of intent has been filed with the city clerk by the person who is to be the write-in candidate no later than 64 days before the election. Such affidavit shall indicate that such person wishes to hold the elective office, and is qualified to assume the duties of that office if elected. All write-in candidates shall comply with the provisions of section 54-104 by filing a candidate's affidavit and qualification statement, committee's statement of organization, and the required statements of contributions and expenditures.
