A Charter amendment ordinance shall be published in like manner as other ordinances. The ballot upon which such ordinance is submitted shall state briefly its nature and shall contain the words "yes" and "no" in order to comply with the requirements of the Charter. If a majority of the registered electors voting vote in favor of the Charter amendment ordinance, such ordinance shall become effective upon certification of the election results, without further publication.
