(a) The votes on all measures submitted to the people of the city for adoption shall be counted, canvassed, returned, and properly entered after votes for candidates for office cast at the same election, and the result determined and certified in the manner provided by applicable law concerning other elections.

(b) Alternative ordinances may be submitted at the same election, and if two or more conflicting ordinances are approved by the people, the one which receives the greatest number of affirmative votes shall be adopted in all particulars as to which there is a conflict.
