In any prosecution charging a violation of any provision of this Code, or any codes adopted by reference therein, governing the operation, use, stopping, standing, or parking of a vehicle wherein service of a summons and complaint is made by conspicuously affixing the summons and complaint to a vehicle, proof that the particular vehicle described in the complaint was operated, used, stopped, standing, or parked in violation of any such regulation shall constitute in evidence a prima facie presumption that the registered owner of such vehicle was the person who operated, used, stopped, stood, or parked such vehicle at the point where and for the time during which such violation occurred.
