If a child has been brought before the court for an offense described in section 50-299 that is punishable by a jail sentence:

(1) The child or his or her parents may request an attorney, and if they are found to be without sufficient financial means, counsel shall be appointed by the court.

(2) The court may appoint counsel without such request if it deems representation by counsel necessary to protect the interest of the child or of other parties. (Code 1979, § 23-27)
