The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Arts community means persons who create art or who have served on arts organization boards, either advising or governing, or who are involved in arts education or arts administration and includes representatives of businesses or other organizations with an interest in promoting the arts.

Arts plan means the Aurora Community Arts Plan established by Resolution 93-25.

Commission means the city cultural affairs commission. (Code 1979, § 8-421)
