In addition to any application fees or any other charge or fee required under any other section of this chapter, for either the initial grant of a franchise, a franchise renewal or a franchise transfer, the franchisee shall reimburse the city for any and all out-of-pocket processing costs in excess of the application fee that are incidental to the award of the grant or transfer, including but not limited to the costs of hiring a consultant, administration, and special legal costs upon receipt from the City of an itemization of such costs.
