Any telecommunications provider offering or proposing to offer video programming or cable services within the city shall comply with the terms of this article prior to construction and commencement of operation and shall maintain compliance thereafter, whether or not such provider is otherwise authorized to use the public rights-of-way for telecommunications or any other services.
