In determining whether to grant an initial franchise or a franchise renewal, the council shall act within its discretion, in accordance with applicable federal and state law, and this Code. The council may, if deemed necessary, conduct hearings to determine whether a franchise should be issued. Written notice shall be given to all existing holders of franchises of the filing of the new application, and they shall have 30 days after the mailing of the notice in which to file written objections with the council to the granting of a new franchise.
