It shall be unlawful for any person to engage in the business, within the City, of cutting, trimming, pruning or removing trees or shrubs for hire without having first procured a tree trimmer's license from the forestry division of the parks and open space department. Such license shall be issued in the name of an individual person under the name of a firm or corporation, and when so issued, shall permit the person under the name of said firm or corporation, or any person employed by such person, firm or corporation to engage in the business, within the City, of cutting, trimming, pruning or removing trees or shrubs.
