Whenever application for a license is not made prior to the time that a person starts or commences to engage in a business and the license is not renewed prior to the new calendar year, there shall be imposed and collected a late charge in the amount established by the director of parks and open space in accordance with the provisions of section 2-587 of this Code if application for a license is not made within 30 days (January 30) from the commencement of the business; provided, however, that the licensing administrator may waive said charge upon a showing of good cause by the applicant.
