It shall be unlawful for any person to engage in the business of cutting, trimming, pruning, or removing trees or shrubs unless operating in the employment of a tree care company under the direction of a licensed arborist in the employment or ownership of the same company. Licensed arborists are responsible for all tree care operations performed under their license and violation of any regulation shall constitute grounds for revocation or suspension of the tree trimmer's license in addition to any other penalty provided for in this article.
