The director of parks and open space shall promulgate such rules and regulations governing the manner in which tree trimmers shall operate within the City, including such safety regulations as are necessary for the protection of the public, and the violation of any of such regulations shall constitute grounds for revocation or suspension of a tree trimmer's license in addition to any other penalty provided for in this article.
