(a) Definition. Under this article, a certificate of qualification is authority granted to the person to whom it is issued to perform and supervise work in the particular trade for which he or she is qualified. The certificate is obtained only upon successful completion of an examination. The certificate is an individual certificate and shall not be construed to be a license. The certificate is not transferable.

(b) Required. Every supervisor required for a particular license pursuant to this division shall be required to obtain a certificate for the particular trade for which the license is issued.

(c) Registration fee required. Every applicant for a certificate shall be required to first show proof of competence for the certificate as determined by the building division. Payment of a registration fee is required prior to issuance of a certificate and this fee is nonrefundable.
