Upon presentation of proper credentials the city manager or his or her authorized representatives may offer to enter at reasonable times any building, structure, or premises in the City to perform any duty imposed upon him or her by this article. The city manager or his or her authorized representative shall present proper credentials and request entry. If such entry is refused, the city manager or his or her authorized representatives may procure right to enter and inspect by application to and proper orders from a court of record. It shall be unlawful for any person, owner, operator or occupant to refuse to allow or permit the manager or his or her representative free access to any dwelling, dwelling unit, and premises upon which such are located when the manager or his or her representative is acting in compliance with a warrant for inspection and order issued by the city municipal court in accordance with Code of Municipal Court rule 241(a). Every occupant of a dwelling shall give the owner thereof reasonable time for the purpose of making such repairs or alterations as are necessary to effect compliance with the provisions of this article.
