The city council declares that the purpose of this article is to provide requirements for the protection of life, limb, physical and mental health of the people; to investigate and control communicable diseases; to regulate privately and publicly owned buildings which are used for residential purposes and the premises relating thereto for the purpose of sanitation and public health; and to protect the safety of the people and promote the general welfare by legislation, which shall be applicable to all buildings or premises used or occupied for residential purposes, and which:

(1) Establishes minimum standards for basic equipment and facilities for light, ventilation and heating; for safety from fire; for the use and location and amount of space for human occupancy; and for safe and sanitary maintenance;

(2) Declares dangerous buildings to be substandard;

(3) Determines the responsibilities of the owner of the property, his or her representative, and the occupants of every dwelling and dwelling unit; and

(4) Provides for the administration and enforcement thereof. (Ord. No. 2006-78, § 1(Exh. A), 1-8-2007)
