After the issuance by the City of the certificate of occupancy, it is the responsibility of the owner of the property to maintain the grading and drainage in the manner in which it existed at the time of issuance of the certificate of occupancy. Further, it shall be the owner's responsibility not to construct any ditch, embankment or structure which would change or impede the existing drainage. The city or the contractor shall have no responsibility for any damage caused by failure of the owner to comply with the requirements of this article. When the grading and drainage cannot be completed because of weather or other reason and, therefore, a temporary certificate of occupancy is issued, the owner shall allow the contractor or developer access to complete these items in accordance with the terms of the temporary certificate of occupancy.
