Inspection of grading and drainage will be performed by the public improvements inspections section as follows:

(1) Inspection during site development. During the preliminary site development, inspections of the overlot grading, excavation, fill and drainage construction will be made on a random basis for the purpose of discovering any deviation from the original plans and any conditions which are hazardous to life and limb or that endanger property or adversely affect the safety, use or stability of a public way or drainage channel.

(2) Hazards. When the inspector determines that any existing excavation on private property has become a hazard to life and limb or endangers property or adversely affects the safety, use or stability of a public way or drainage channel, the owner of the property upon which the excavation or fill is located or other person or agent in control of the property, upon receipt of notice in writing from the City, shall within the period specified therein repair or eliminate such excavation or fill so as to eliminate the hazard and be in conformance with the requirements of this Code.
