The wrecking contractor under this article is required to clean or contract for the cleaning of the property or site on which any building or structure has been wrecked or demolished by removing or having removed therefrom any and all debris, material or equipment; by filling or having filled any holes or irregularities on the property or site which causes such property or site to be unsafe, unhealthy or dangerous.
