(a) Generally. Decisions of the building code board shall be by motion. The building code board may decide, in exercising its powers and duties, to affirm, overrule, reverse, modify or amend in whole or in part the action including orders, requirements, decisions or determinations made by the administrative official if such actions are based upon an error in fact.

(b) Suspensions and revocations. In setting a term of suspension on review of the chief building official's decision to suspend or revoke a license, registration certificate or certificate of qualification, the building code board shall set the term as follows: The term shall not be less than a period of 24 hours or more than a period of 12 months. Upon making a decision to suspend a license, registration certificate or certificate of qualification for the second or more times within a one-year period or upon making a decision to suspend following the failure to obey an order of the board, the term of suspension shall not be less than a period of 72 hours or more than a period of 12 months.

(c) Vote required. A concurring vote of four members of the building code board present shall be necessary for a decision in favor of the appellant, for a decision overruling, reversing, modifying or amending in whole or in part the action of the administrative official of the City or for approval of any motion.
