The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Contraband means any object, substance, weapon or firearm, possession of which is or becomes per se unlawful under city, state or federal law.

Unclaimed property means any tangible or intangible property, including any contraband and income or increment derived therefrom less any lawful charges, which:

(1) Is held for its owner by or under the control of the city and which has not been claimed by its owner after it became payable, demandable, or returnable; or

(2) Has been lost or abandoned and which has been left in the custody of the City by a person other than its owner. Such property shall be deemed to be unclaimed property immediately upon its transfer to the custody of the City.
