(a) City manager responsibility. It shall be the responsibility of the city manager to ensure a fiscal note is provided for all items presented to the city council for consideration. Such fiscal note shall identify if there is a financial impact to the city's revenue or expenditures for the item and, if so, what that impact is anticipated to be and the source of funds to be used to pay for the item. If the fiscal impact must be estimated, the fiscal note shall include the assumptions used to develop the estimate. The city manager shall also include consideration of impacts to all the city departments under the control of other council appointees.

(b) City council member responsibility. When a council member sponsors an item that has not been considered as part of the standard city budget process and will require the expenditure of city funds, or a reduction of anticipated revenue to the city, the sponsor shall identify a source of reduction of expenditure or increased revenue to offset the impact of the proposal.
