(a) In accordance with the procedures set forth in section 134-150 of this Code, the owner or person entitled to possession of impounded property may claim and recover possession of the property before its sale at public auction upon providing reasonable and satisfactory proof of ownership or right to possession and after reimbursing the city for appropriate towing costs and storage fees.

(b) No owner or person otherwise entitled to possession of property may claim or recover possession of any such property ordered destroyed or forfeited by a court of competent jurisdiction or which is illegal to possess or own within the City. (Code 1979, § 2-34)
