Notwithstanding any language to the contrary, whenever the phrases "two thirds vote of the entire membership of the council" or "two thirds vote of its entire membership" appear in the context of requiring a super majority vote, these phrases shall be deemed to exclude the position of mayor in accordance with the full time mayor charter amendment. Whenever a super majority of the fraction of two thirds is referenced in the context of the enactment of ordinances and resolutions, it shall be deemed to mean seven affirmative votes. (Ord.
