(a) The commission shall make at least one annual report to council's water policy committee. The commission shall make other such reports to the city council as needed.

(b) All reports or recommendations made by the citizens' water advisory commission shall be advisory only to the city council and shall be presented by the chairperson of the commission and shall consist of a majority report.
