(a) Purpose and policy. This article sets forth uniform requirements for direct and indirect contributors to the wastewater collection and treatment system of the city and enables the city to comply with all requirements of the Metro Wastewater Reclamation District, applicable state laws and the general pretreatment regulations issued pursuant to the Clean Water Act of 1977.

(b) Objectives. The objectives of this article are to:

(1) Prevent the introduction of pollutants into the publicly owned treatment works (POTW) which will interfere with the operation of the system or contaminate the resulting sludge.

(2) Prevent the introduction of pollutants into the POTW which will pass through the system, inadequately treated, into receiving waters or the atmosphere or otherwise be incompatible with the system.

(3) Improve the opportunity to recycle and reclaim wastewaters and sludges from the system.

(c) Applicability. This article provides for the regulation of direct and indirect users of the POTW through the issuance of wastewater discharge permits to significant industrial users, new commercial users, and other commercial users submitting plans for alteration, remodeling, or other work that could change the nature or amount of wastewater discharge from the user to the city wastewater collection system. Furthermore, it authorizes monitoring and enforcement activities and provides for user reporting. This article shall apply within the city and to persons located outside the city who are users of the POTW.
