It shall be the duty of the general manager to promulgate such reasonable rules and regulations not inconsistent with this division as may be necessary to promote and facilitate maximum utilization of water and discourage and prohibit waste of water. Such rules and regulations will provide emergency procedures for situations where conditions affecting the water delivery system will require immediate shutdown or immediate curtailment of certain water uses.
