The following words, terms and phrases, when used in this article and all regulations adopted under this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Air contaminant (pollutant) means any fume, odor, smoke, particulate matter, vapor, gas or any combination thereof, but not including water vapor or steam condensate.

Air pollution means the presence in the outdoor atmosphere of one or more air contaminants.

Ambient air means the surrounding or outside air.

Atmosphere means the air that envelops or surrounds the earth.

Emission or emit means to discharge, release or to permit or cause the discharge of or release of one or more air contaminants into the atmosphere.

Engine means any internal combustion machine such as is found in motor vehicles which utilize gas or liquid fuel for combustion energy.

Opacity means the degree to which an air contaminant emission obscures the view of a trained observer, expressed in percentage of the obscuration, or the degree (percentage) to which transmittance of light is reduced by an air contaminant emission.

Person means any person, firm, association, organization, partnership, business, trust, corporation, company, contractor, supplier, installer, user or owner and includes any municipal corporation, state or federal government agency, district or any officer or employee thereof.
