It shall be unlawful to leave an abandoned vehicle upon a street or highway. If a member of the police department or director of public works has probable cause to believe that a vehicle has been abandoned upon a street or highway, shall immediately mark the vehicle and notify the owner that if the vehicle is not removed from the street or highway within the time period applicable to the abandoned vehicle involved, the vehicle shall be impounded. Vehicles which are properly licensed and in a condition so as to be legally capable of being operated on the streets are not subject to impoundment at the expiration of the seven-day period, if such vehicle has been moved during the period. Nothing contained in this article shall abridge the right of a member of the police department or director of public works to order the immediate removal of a vehicle which constitutes an obstruction to traffic or street or highway maintenance or which constitutes a hazard to vehicular traffic on the adjacent street or highway. When a citizen contacts the police department or director of public works to report a suspected abandoned or unattended vehicle, the police department or director of public works shall respond to the location of the vehicle regardless of the time period preceding the citizen's complaint. The time periods referred to in the definition of "abandoned vehicle" in section 134-146 mean the time between the officer's or director of public works' initial marking of the vehicle and the expiration of the time period subsequent thereto.
